বিশ্বব্যাংকের ICSID-এ আরবিট্রেটর ও কনসিলিয়েটর পদে তিন বাংলাদেশি নাগরিকের মনোনয়ন
রাইজিং বেঙ্গল ঢাকা ব্যুরো: বিশ্বব্যাংকের International Centre for Settlement of Investment Disputes (ICSID)-এ মর্যাদাপূর্ণ আরবিট্রেটর ও কনসিলিয়েটর প্যানেল তালিকায় তিন বাংলাদেশি নাগরিককে মনোনয়ন দিয়েছে সরকারের আইন ও বিচার বিভাগ। সাবেক প্রধান বিচারপতি মোঃ তাফাজ্জাল ইসলামকে কনসিলিয়েটর পদে এবং ঢাকা বিশ্ববিদ্যালয়ের আইন বিভাগের সহযোগী অধ্যাপক ড. রোমানা ইসলাম ও ব্যারিস্টার মঈন গনিকে আরবিট্রেটর হিসেবে মনোনয়ন দেওয়া হয়েছে।
আইন ও বিচার বিভাগ হতে উক্ত মনোনয়ন প্রদান করে পররাষ্ট্র মন্ত্রণালয়ের মাধ্যমে ICSID-এ প্রেরণ করা হলে ICSID-এর মহাসচিব উক্ত মনোনয়ন চূড়ান্ত করেছেন। মনোনীত ব্যক্তিগণ ছয় বছর মেয়াদের জন্য ICSID-এর আরবিট্রেটর ও কনসিলিয়েটর প্যানেল তালিকায় অন্তর্ভুক্ত হয়েছেন।
ICSID রাষ্ট্র ও বিদেশি বিনিয়োগকারীদের মধ্যে বিনিয়োগ ও ব্যবসা-সম্পর্কিত বিরোধ নিষ্পত্তির প্রধান কেন্দ্র হিসেবে কাজ করে। বিরোধী পক্ষসমূহ ICSID-এর নির্ধারিত প্যানেল হতে আরবিট্রেটর ও কনসিলিয়েটর বাছাই করতে পারেন। তাছাড়া বিভিন্ন এডহক কমিটিতে আরবিট্রেটরগণকে নিয়োগ দেয়া হয়। ICSID-এর প্যানেল তালিকায় এই মনোনয়ন আন্তর্জাতিক পরিমণ্ডলে বাংলাদেশের ভাবমূর্তি ও অবস্থান বৃদ্ধিতে এবং অধিকার রক্ষায় সরকারের ধারাবাহিক প্রচেষ্টার প্রতিফলন।
